iptables-optimizer version 0.9.12

My DS made it happen: iptables-optimizer has reached Debian experimental. Thank you very much, Guido!

It has been a long long way from my very first idea to end it up in Debian. Especially the last changes and tests resulted in reliability. Finally, the packaging works with gbp buildpackage and git-pbuilder, therefore I'm rather sure about correct build-dependancies.

In near future I will be happy to present at one of the upcoming FSFE-Fellowship-meetings at Netzladen, Bonn.
